Empowering change for a brighter tomorrow
People (Jobs & Small Business)
Caldwell families deserve good-paying jobs close to home. Too many of our neighbors spend hours commuting on I-84 just to make ends meet. We need to attract and grow quality jobs here, while also supporting the small businesses that are the lifeblood of our community. When our small businesses succeed, they create opportunities for everyone. Cutting red
tape, streamlining permits, and keeping taxes fair are ways the City Council can directly help. This pillar is about keeping Caldwell families rooted here and thriving.
Potholes (Water & Infrastructure)
Growth is coming, but infrastructure must come first. I’ve seen firsthand the strain on our roads, water, and services. We cannot approve new developments unless we know the infrastructure is ready—roads, water supply, utilities, and emergency response. This is
about fairness to current residents who should not shoulder the burden of inadequate planning. My stance is clear: if the pipes and roads aren’t ready, growth waits. Developers must do their part to pay for the services we all depend on.
Parks (Neighborhood Equity)
Downtown Caldwell has been transformed, and that success should extend to other neighborhoods. My priorities are Old Town Caldwell—north of downtown—where safety basics like lighting, sidewalks, and irrigation must come first, and North Caldwell, where
families live in a food desert and need more parks and amenities. Every neighborhood deserves safe spaces to gather and play. I support creating public scorecards so residents can track progress on park maintenance and new investments.
Police (Community Safety)
As our population grows, public safety staffing must grow with it. My philosophy is data-driven: staffing levels for police and fire should be based on population growth, call volume,
and response times. But safety isn’t just about numbers—it’s about trust. I believe in more positive presence at schools, parks, festivals, and community events, so families see first
responders as partners, not just responders. We also need youth outreach programs that prevent gang involvement and give kids a sense of belonging in healthy ways.

Marisela Pesina is a lifelong Caldwell resident, Caldwell High graduate, School Board Chair, and housing advocatewith 20+ years helping local families. The daughter of migrant farmworkers, Marisela learned the value of hard work in Caldwell’s fields. On City Council, she’ll focus on safe neighborhoods, affordable housing, and smart growth that protects our small businesses and keeps Caldwell the hometown we love.
